I was finally able to get MSBuild running after uninstalling Update 2 and the SDK, then removing the F# folders and running a Repair. However, I was still unable to create a new F# project. I ultimately had to uninstall VS2012 and re-install everything.
Sounds painful. Glad it's working for you now.

Has anyone seen anything like this before? The application is a simple Console Application with compiling the following:
